Accountable Care Organizations (ACOs) are provider groups that accept responsibility for the total cost and quality of care delivered to a specific group of patients. They have the potential to slow cost growth while improving quality and are one of health reform legislation’s “big bets” for improving health care delivery. They also provide an ideal “test laboratory” for other reforms such as patient-centered medical homes and bundled payments, payments based on episodes of care. The Pacific Business Group on Health is working to developing a set of purchaser expectations of ACOs, including everything from clinical services, provider payments, operational requirements and member support.
