San Francisco, CA, May 9, 2000 – The Pacific Business Group on Health (PBGH) announced today that Peter V. Lee–a well-known consumer health care advocate–has been named President and CEO of the organization, effective June 1, 2000. Lee introduced himself to the staff at PBGH saying, "Everything that I have done over the years to ensure access to quality health care has led me naturally to PBGH."

With a national reputation as an effective voice for health care rights, Lee's appointment illustrates PBGH's continuing commitment to improving the quality of health care while moderating costs. "Value based purchasing means that we care equally about quality and cost," said Paul Fearer, PBGH Chairman and Executive Vice President, Union Bank of California. "From Sacramento to Washington, D.C., Peter Lee is recognized for his tireless efforts to improve the quality of health care services available to Californians and people across the country."

Daniel Zingale, Director designee of the California Department of Managed Care, welcomed Lee's appointment saying, "Peter Lee's expertise and breadth of knowledge will make him an effective leader of the Pacific Business Group on Health, ensuring corporate responsibility for aggressive prevention and quality health care."

"The collaboration of all parties–plans, purchasers, providers and consumers–is critical to our shared goal of improving health care quality and access, and ultimately to improving the health of our members," said David M. Lawrence, M.D., Chairman and CEO of Kaiser. "PBGH's efforts have fueled positive change and accountability through public reporting of health plan performance. Our joint efforts will empower consumers as informed decision-makers in managing their health."

Lee comes to PBGH from the Center for Health Care Rights. During his tenure as Executive Director, Lee sought to ensure that consumers were represented at every level of the health care delivery system. He has served on a number of boards and committees, including the Consumer Council of the National Committee on Quality Assurance, the State of California's Managed Health Care Improvement Task Force and the AIDS Advisory Committee of the Health Resources and Services Administration.

Before joining the Center for Health Care Rights, Lee was an attorney with the Los Angeles firm of Tuttle & Taylor. In the 1980s he worked on health care issues in Washington, DC, where he was the Director of Programs for the National AIDS Network. Lee received a bachelor's degree from the University of California at Berkeley, and holds a law degree from the University of Southern California.

PBGH is a nonprofit business consortium comprising more than 50 large private and public sector employers. Together these purchasers of health insurance spend $3.5 billion annually to provide coverage to approximately three million employees, dependents and retirees. Last year PBGH assumed responsibility from the State for the Health Insurance Plan of California (HIPC). Now operating under the name PacAdvantage, this small group purchasing pool provides services to more than 9,000 of California's small businesses.
